in Public places concerning which a local ordinance was passed
at the beginning of this year for its prohibition, regulation
and punishment, we beg to bring to your notice that a Society
has recently been formed having for its members the Leading
Chinese residents and for its object the total suppression of
such habit by educational and persuasive means.

We have pleasure in enclosing you a copy of its
provisional rules and regulations.
You will observe that many of the Leading Members of
thie Society are also active members of your Publio Dispensary

campaign with energy, earnestness and success,
It may interest His Excellency the Governor to know
that the hearty co-operation of the influential section of the
Chinese Community is secured in this instance as in the dumping
of dead bodies in the streets, and that an amelioration of
existing conditions may be looked for in a reasonably short
time.
